'''Monroe County''' is in Southeast Ohio. Located on the banks of the Ohio River, directly across from Wheeling, WV., the county seat is Woodsfield. Part of the Wayne National Forest is located in Monroe County. Named after President James Monroe, Monroe County is one of Ohio's more sparcely populated counties, in 2004 the population was 15,063. This was a decreased from the 2000 census. One of the state's largest coal, strip mines, is located in the county. Due to the county's scenic landscape and sparse population, many horse riding clubs have been formed, stable horses are bred and raised.
